Well except for the fact that it was deemed non credible, dealt with an area that was not under their purview, looks to be made by a person that does not fall under the intelligence apparatus that this set of regs tie to, the complainant was deemed potentially politically motivated and was based on at best second hand info, sure...

Then bring the complaint forward to the appropriate committee, as the law requires. If it is nothing, then it is nothing.

Well except you know.... it doesn't go to that committee if it it doesn't meet the required criteria to do so.
For someone so tied to a narrative of following the protocols, it is surprising you want people to break those protocols to push things to congress that don't meet the standard to do so. The whistle blower statute still allows the whistle blower the opportunity to pursue it to the appropriate committee on their own, but that approach does not have the desired effect you are looking for...
This is a dud... move on to another attempt to find a way to go after orange man bad
