Because she wanted it rewritten due to legality issues. The first draft apparently had issues that could have possibly been defeated in court. She did sign the new bill once it was rewritten and voted in.
The media never reported on that part of it and just spoon-fed people that she didn't sign the bill to make her look bad.

First, as has already been pointed out for you, she doesn't get credit for that.
You're also ignoring the difference between the populations of the two states. It's easy to say "we're good" when there are only 11 people in your state.

Nowhere have I ever seen this. Do you have a link?
Noem did issue some executive orders over Covid. They were very early on, like Ron, and mostly targeted the elderly.

i'm not a DeSantis apologist by any measure. but the need to lockdown in a sparsely populated state like South Dakota to somewhere like Florida whose main industry is tourism are not the same.
personally, i give everyone a pass on the first month or so of covid policies. we were all deceived by a few people in powerful positions that had an agenda to get rid of political rivals.

I just looked it up, it is true...sort of.
She issued something to the legislature wanting to clarify her emergency powers, and in it requested some clarification on some very sweeping powers.
The legislature rejected it.
She then tried to claim later on that it was only asking for clarification on her existing Emergency Powers and not an implementation. Several legislators have disagreed with that interpretation of history.
or something like that, from what I gathered in looking at it for 20 seconds.
There has been a PR war between the Governor's office and legislators for a few years now

I wish all legislatures would restrict the emergency powers of Governors. I am not a fan of any Gov being able to act as a dictator during a SOE but I don't see the issue in Noem wanting clarification early on.

The first bill had issues. A new bill was made, passed, and signed by her.

Exactly. She vetoed the first bill because she was afraid the NCAA would cancel some regional in Sioux Falls.
After the backlash she got all the sudden they came up with a bill she could sign. I'd like to see the differences between the two...

he gets a huge amount of those champ.
He had some pretty big shady funders in 2016 and 2020. Its a myth that he is "self funded".
