OPM likely lacked the authority to send the request, and there is certainly no legal mechanism for firing people for not responding.

I can tell you for a fact US Marshals did not receive "the email". Not at any level.
I would imagine if that's true for us, it's true for all federal LEO, FBI included. I can find out for sure soon when I work with one of them again, but *IF* this went out to any Feds in law enforcement it's only the paper pushers in the office positions.
