Dodd Frank is what hurt community banks. DF put the same compliance regulations on the small banks that Chase, Wells Fargo and Citi Group have to do just on a smaller scale. My dad is a CEO of a community bank and they have 3 compliance officers now that cost them additional 300K per year.
The big banks pushed this to drive as many smaller banks out of business as they could.
