A ruling can't do much against these people, there needs to be an enforcement branch.

So how are Ethiopians faring in the US these days? A number of prosperous civilizations have come and gone in what is now Ethiopia. Climate change bit 'em hard. Not man-made climate change fiction, but real-life, natural, weather patterns turned a rich land into a desert..
