Crimes are committed against the jurisdiction, the US in this case. Venue is typically where the purported crime was committed.

A. This is not an accurate description of the events, even in the worst interpretation of what Brennan is accused of
B. Crimes happening "to someone" don't affect jurisdiction or venue, as crimes are committed against jurisdictions, not people, for procedural purposes.
