Even before he started to stumble when the teleprompter broke, what's with the monotone yelling? It's fricking weird. He sounds like an actor portraying a robot that looks human.
I realize that some politicians are better at giving these kinds of speeches than others, but I don't see how anyone can suck at it as much as Biden does.
