If I recall correctly, tweety was always outsmarting the dumb ol putty tat. Tweety was also a very lovable character. It’s a dumb nickname because it tries to turn a universal positive into a negative. It also shows Joe’s age and how out of touch he is by referencing a cartoon character that’s probably as old as he is. 
Had to look it up. Tweety is older. First appeared in 1941. Biden was born in 1942.

Tweety is clever and extremely difficult to catch. He makes Sylvester look like a little bitch all the time.
