Well, I think the guy in that tweet is more racist than most, but Japanese people are very pragmatic. If they notice a certain group behaving in a certain way, they will call it out. They don't care about PC culture.
But, if you're a foreigner, just respect their culture. That's really all it boils down to. There are foreigners who live there and love it.
