I am almost certain this is because the 11th circuit court of appeals ruled the DOJ can label whatever it wants, in any form it wants. As long as the DOJ claims it is a national security interest, it becomes a national security interest. This ruling came from the arguments over the Mar-a-Lago documents.

Jack Smith is avoiding the classification issue because Trump declassified all the documents. Instead Jack is making it a national security issue, because they can.
This will likely never make it to trial but the process of getting to trial will be built by the DOJ for maximum media outrage and hyperbole.

If true, then for national security reasons the documents will be locked away and never seen by anyone, but there will be plenty of leaks on how "sensitive" these documents are
