Let’s take Lebanese Hezbollah.
The Israelis call them terrorists. But they don’t use terror as a weapon, and when they do conduct attacks, the do so with forces in uniform, and they hit military targets.

Well, the regime sources I read insist Soleimani at this point was a symbol, and truth be told, Iran's doctrine of asymmetric warfare, originally developed by Soleimani, has been well-drilled in this next generation of officer, who were the primary group that implemented this policy on the ground, and did it to fairly great effect. By which I mean it is entirely possible that they could continue their 'death by a thousand cuts' philosophy without interruption. I think the US wants to goad the Iranians into warfare the Iranians do not want to fight, which is a good strategy. Killing Soleimani, even if he was just a symbolic, could drive the next IRGC commander to change doctrine, which would be a terrible idea for the Iranians.
I think the Iranians changing doctrine is unlikely, as their whole military apparatus has been dedicated to goading the US/Israel/KSA into a conflict where the Iranians outlast the triad. In that sense, a hot war where the US sends ground troops to Iran is exactly the type of war the IRGC wants. If the US starts playing by the 'death by 1000 cuts' philosophy too, it will be interesting to see what happens.
And no, I'm not Iranian. I've been following Shia politics for 12 years now, and have written a lot about Iran in this forum and elsewhere. Why do you ask?

Since we violated their sovereignty and all.
