Sure they do. The reference to the show "going on" means they started it despite being told they didn't have a permit. Then they were shut down for doing this without a permit.
Also, this story about the original permit being revoked clearly shows the type of event this was:

I am not a huge fan of permits and local zoning, but I don't think people should get special treatment...and they DEFINITELY shouldn't get special treatment because they lied. That makes it so much worse.
