I went to a service where a jazz quartet from the nearby university played. There were no words sung, only instruments. It was clearly a concert. I know for a fact there were no "permits" involved

This wasn’t some run of the mill, “worship service.” This guy has a full band, he sold out multiple arenas and stadiums this year. He’s an enormous deal apparently in the Christian rock scene.
Sure, antifa were there because they’re a bunch of douche bags protesting this guys politics(of which he seems to be incredibly vocal about from his stage, but I digress), and because he’s a Christian.
But, if Rage Against The Machine decided they were going to do a free concert in your neighborhood, you could have very legitimate concerns about a free pop up event of that size. Like it or not, there are zoning laws in all municipalities that protect the neighborhoods and citizens from having Rage Against the Machine, from having an anarchy antifa concert in your backyard, and conversely, from having an enormous Christian rock show on your block. The rules don’t change because one is singing about Jesus.
This isn’t very hard.

We went to 5pm Mass a few weeks ago and they had the usual guitar but he was accompanied by a brass ensemble. It was awesome.

Feucht applied for permits for his concerts/worship events because they were on public land.
The city governments were able to revoke the permits because they were on public land (though some Canadians believe Feucht’s rights were violated even by these cancellations).
There is no grounds for saying he needed a permit to setup in a church and sing any songs. He wasn’t violating noise level restrictions. There was no disruption by his event to parking or street capacity. He was singing in a church.
This isn’t controversial to say he didn’t need a permit and that the church didn’t need a permit.
