Horowitz repeatedly brings up exactly where they found no bias(the opening of the investigation). Even when not promoted to, he’ll specify.
Is that because there definitely is provable bias in other areas?

I've picked up on that, as well... I think he's hedging since it is CLEAR (and in his report) that there was all sorts of improper shite going on to get the FISA warrant and spy on the Trump campaign AFTER the investigation was initially started.

Cruz asks Horowitz who knew about the spies that were sent into Team Trump...Did the AG know about this? Did the White House know about this? Horowitz answers that no one had been told in advance....he's basically saying the upper crust folks were oblivious to the illegal activities going on under their noses....do you believe that BS?
