How does one prove an action was taken due to bias?
Do they search diary entries for "I altered an email today because I hate Trump", and when they don't find that they say "we could find no evidence of bias"?

Yes, I agree. Horowitz might have been limited by his scope, or he might be burying what he doesn't want to report.

I think we know all the following would show bias:
Sending hate-text messages about the person you are investigating
Including only damaging information in investigation
Excluding exculpatory evidence in investigation
Lying to a secret court
Leaking to democrat-biased press only certain info about investigation
Closing an investigation on political adversary of person you are investigating & then opening one that person
should we go on...?
