I think this dude in the suit and tie may be part of an elaborate plan by 4D chess playing conservatives to soften up the Dim loons and never Trumpers in congress....get them baws thinking they got it in the bag then Team Trump brings out the Big Guns.......uhh, probably not.

This is the testimony to vote on the constitutionality of the trial itself. Maybe he's sandbagging because he wants to the trial to go forward.

They're supposed to vote on the constitutionality of jurisdiction for former presidents after this 4 hours are up.
50 Ds + 5 Rs voted in the affirmative in January. I'm saying that it will go up to 50 Ds + 10 Rs today.
