The economic damage will not be temporary.
The deficit spending alone that this has caused will ensure that. As will all the municipal and state bankruptcies that are 100% coming.

Governors should decide. We have 50 different economies with 50 different levels of infection. Your level of success will depend on how good your Governor is.
I believe that anyone who runs for higher office should have at least been a Governor at one point or another. They actually run things on a smaller scale.
Arkansas can open now IMO.

My question had nothing to do with the timing of opening or the qualifications of elected officials. I'm not sure what you were even answering.

Also, no one is being forced into work, vulnerable or otherwise. Let this be an issue settled between employers and employees, like nearly every other health-related issue up to this point.

Interesting that this got downvotes. The economy of Arkansas is not the same as New York.
Arkansas will be back to "normal" in 6 months. With agi being our main product that will not slow down. People still have to eat.
Areas that rely on tourism will be hit harder. However, a lot of our tourism is outdoors where people were already distancing. We'll be good there as well. One of the things that have hurt Arkansas in the past will now be a blessing IMO. And for the most part, people in AR just don't give a shite.
I can not speak nationwide because we have 50 different economies. What I definitely see is people who own leasing space are fricked. Companies will look to cut costs immediately. If they were able to maintain productivity with less people and space then that will be the new "normal". People will be out of jobs for sure but other opportunities will open up especially in areas of infrastructure (hopefully).
Normally there are winners and losers during a downturn but in this instance almost everyone are losers so the playing field stays relatively level.
Another thing I see happening without a doubt is that this will lower wages. All of gains will be lost and we will even regress IMO. That part won't be temporary. Companies are going to squeeze people into lower salaries due to supply and demand. Hopefully innovation will appear in some form or another.
We are still a service based economy and those services will still be needed. If it gets too bad then I'm sure we'll just go to war.

Realistically, even with opening businesses up, it's going to be quite a while before many businesses return to the pre-virus level. Many people are not going to go to a movie, restaurant, ride on an airplane, take a cruise, etc.. anytime soon.

Other than taking a cruise, which I do not do anyway, I will do all of the above. I’ll be in the theaters the day they open providing there’s a movie worth seeing. And I’ll probably precede it with a nice dinner out.

Do you know what occurs in May? Mothers’s Day which is quite possibly the single busiest day of the year for restaurants across the country. As it stands now, restaurants will either remain closed inside or only allowed a very limited capacity. Either way, I predict that many restaurants won’t survive past Mother’s Day. You simply can’t rob them of the revenue and expect them to survive.
