You are correct. BUT many consumers view these as two completely separate issues. Just because you reopen the economy doesn't mean it will return to the pre-virus level overnight. Not gonna happen. My guess is the group who has the most descretionary income to spend will be very slow to completel...

Realistically, even with opening businesses up, it's going to be quite a while before many businesses return to the pre-virus level. Many people are not going to go to a movie, restaurant, ride on an airplane, take a cruise, etc.. anytime soon....

In LA, public schools have not been cut - their funding has been frozen, but not cut. Tremendous amount of fat.. Jindal cut universities so they receive only about 30% of their funding from the state. It's time to closely scrutinize funding for public education in LA....

Businesses cannot be viable without customers. You can open the economy up, but pre-virus business levels are NOT going to return quickly as there is a segment of the population that is still not going to go to restaurants, take a vacation, ride on airplanes, take a cruise, etc.....
