Let the police do their jobs. If these kids are old enough to curse, steal, and threaten others, then they’re old enough to get arrested. Ignore anyone who complains about police brutality when it’s a clear cut case of criminality.

The only way to do that is with a huge amount of fear and respect.
These kids need to be beaten severely and then out in solitary for 7 days. Tell them that from now on every rule violation, no matter how small increases the punishment .

It’s the same mechanic as cancer. Cells that share similar characteristics but don’t perform their intended function while continuing to soak up resources as they reproduce at a higher than necessary rate.
