They are. That's what makes them "subject to the jurisdiction of the United States". If they weren't subject to that jurisdiction, then the US couldn't charge them with a crime or even deport them.

Countries who offer birthright citizenship
How many of those countries would you want to live in?
Notice no country in Europe or East Asia has unrestricted birthright citizenship.
We are so god damn dumb for still offering this in 2026. We should have ended it around 1950.
