You need some self reflection if a visa program looks racial
On the surface it isn't, but it has been abused by one very specific race / nationality.
Also, I'm not sure everyone understands that a lot of those people are here due to a visa program.
How would you message it?

It has nothing to do with their religion or their ethnicity.
It has to do with our politicians being inordinately influenced financially by lobbyists representing a specific country, which in turn leads to an inordinate amount of US taxpayer funding flowing to said country when that spending would be best used for either paying down the national debt, or helping American citizens in need.
