If Trump really wanted to hurt Elon what could he do?

I can think of a few obvious things
1. Have the EPA enforce their laws against his illegal use of temporary gas powered generators in Memphis at the xAi facility.
2. Cancel any other government contracts
3. Allow Chinese EVs like BYD to be sold in the U.S. Even with the 30% tariffs applied to other Chinese goods no way Tesla could compete
Now I don't think Trump is that petty and I doubt he'll do any of the above but BYD in America could completely crush Tesla
