If Islam didn't have oil, then they would not be a problem. All of this can be traced back to the discovery of oil in that region at the beginning of the 20th century and Britain's insistence on colonizing it.

If anything, it was calculated, and he viewed the Middle East as an asset in fighting the allies. He had a pact with the Soviets, and that clearly wasn't genuine. He'd have eventually set his sights on the Arab world.
