Your homeless proposal is something I’ve thought about for years. They need to build large mental health / rehab facilities for these people in big cities.

Don't forget people who ride motorcycles, ATVs, UTVs, or boats. Too risky. People who play football, with the concussions and brain damage? No medical treatment for them either. And we are killing the earth with the pollution from cars, not counting the deadly accidents, so no medical treatment for them.
If you don't sit at home and watch Netflix while waiting on your government check to arrive, you don't deserve medical service, pretty much.
