Trump is very much a pragmatist. He says what he needs to say to get elected and then once elected, takes a significantly more measured and "deal making" approach once in office. He does not have a strict belief structure on many issues other politicians do.
This is not a commentary on whether one is better than the other. Both types have there uses. Simply an observation as to why they would be at odds.

What do you want him to do? He can do two things: Vote (he always votes the same way), and propose bills.

I agree with Massie that cutting funding would end it, but Trump wants to negotiate a better deal and needs the threat of the stick to force Putin to the table in a way that will optimize how we leave things over there.
