Haven't we gone over this. One is 100% contained within US borders and the other is 99%+ in international waters.
But he can change it for US purposes. Spend money on new textbooks and all that. Other countries typically follow the names provided by the International Hydrographic Org and I doubt they are going to make the change.

Then tell us why he did it. It may be the incorrect take but there has been many articles discussing why the name change will help with oil in the gulf by redefining the area and previous regulations.
