"Pragmatic" doesn't mean wishy-washy or milquetoast, like you're suggesting. Pragmatic is dealing with problems sensibly and realistically, in a practical way, not in an ideological one. Reagan did not compromise, but rather brought the opposition Tip O'Neill to his way of thinking.
