I’d have a thimble full of sympathy if I didn’t know that they had received football fields worth of bottled water after the last hurricane, that cost millions in man hours and equipment to be delivered. Only for the entirety of it to be stolen, misallocated, or just thrown away.

The same arithmetic applies to water. The island loses 59% to 65% of its treated water before billing it — against a 12% U.S. industry average — so every hotel, hospital, pharma plant and manufacturer hedges that risk out of its own pocket. That is a captive market: thousands of businesses paying for reliability, with no one selling them a better product.
