How does the U.S. or any other country have the right to seize Russian property

During one of Biden’s recent rants, he talked about Russia being a kleptocracy, and said the U.S. would seize their Ill begotten gains.
First, under what jurisdiction is this possible for us to seize private property from citizens of foreign countries?
Two, if this is possible, can Putin seize the assets of politicians like Biden, Pelosi and the Clinton’s, who certainly have Ill begotten gains?

Let's put seizing Russian property aside; the Fed shouldn't be illegally seizing the property of US citizens in the US.

Sanctioning a politician is different from seizing their personal assets in their home country.

He's talking about them stashing assets in the west in violation of sanctions (which they do because they consider it safer despite sanction risks than it is in their own country) but its put at risk of civil forfeiture. With these new harsher sanctions, they'll be looking for new ways to hide it, of course (e.g. new proxies). I don't think it's possible for the USG to seize assets in Russia, btw.

Wouldn’t the people who’s assets are being seized have to be involved in a crime, or the assets themselves involved in criminal activities for them to be seized?

Nope. This is not ordinary civil or criminal asset forefeiture. It is done under a pair of laws from the early 1900’s, at POTUS’ discretion.

The US not any other country have the right to seize private property of private Russian citizens! They only do it because we are corrupt but legally we have no right!!

These sanctions are more on the spectrum of a war like action and shouldn’t really be looked through the lens of regular peacetime civil laws/rights.
