Well, if Cali is so bad for student housing that you absolutely must sleep in your vehicle, a dedicated lot on campus would be about the best solution. Students only, porta potties, shower in the gym, etc. I could have made that work.

If I was in SoCal, as a student, I would just vanlife it then if the schools allow it. Way cheaper and much more bearable to do there with the weather. No landlords. No roommates.

I could've gone a long way in college with a spruced up old cargo van. Probably more private and not much smaller than my dorm room.
This.

Probably because it's California where they can not function without government telling them what to do and how to do it.

I spent Spring Break this year boondocking on free public beaches. Wouldn't have bothered me a bit to live like that in college. These were my neighbors at Magnolia Beach.

They would have a house surplus if they would deport illegals instead of being a magnet for them

"One in four students without a home in the last year"
Now here is the question, did you sleep over at a girl/guys house in the past year for a little lovin? Well then you are homeless....
Time to let my brother in law build some of those 500 square foot rooms for 3mil each to resolve this.
Always remember there is the good reason "homeless" and the real reason: my brother in law is gonna split the cash with me.

If you're homeless, how can you afford college?

I can tell you that there are lots of people living in their cars out west. I did it for two months last year and everywhere you go municipalities are on the lookout to run you off.
All this is so 2013: This guy lived in a van and parked around the Duke campus while getting a graduate degree. It was a free internet book you could download, a good read: Walden On Wheels
The housing issue in the US is going to drive this issue beyond California. But with their restrictions, and the fact that you can easily sue on any new development, California's are phucked nine ways to Sunday for years to come.

Until that land is split up into three states it will be this way.

Cali is the model of progressive "utopian" dysfunction.
They think failure just means they didnt go far enough. There is no saving them.

In 3,2,1, a student rated or killed in their car sues the state for "encouraging" them to stay in an unsafe environment. Followed by spending billions to create "safe" parking lots for those that choose to live that way. Followed by "car" cities filing for government recognition and federal aid for sanitary facilities and their own state recognized government.
