This is where I get confused. We hear every day that women want to be treated no different from the men. Our male representatives aren't allowed to show up to the capitol dressed like Larry the Cable Guy, so why do these women get special treatment when it comes to bare arms? Do they want equality or don't they?

Honestly, I'm kind of torn. Even in my world, standards have slipped for both men and women. So, while I generally would say that the women in the OP picture would trend more to the lax examples that I see, I don't think they're too unusual.
Now, in-house at clients is a completely different story. There, I would say that they're probably the norm, unless we're talking venture capital, in which case they're dressy in almost every context other than a business conference.
