When I was at Auburn you had to be 19 to go to a bar. So I knew people that used a "fake" ID to be 19 or 20. I think you also had to be 19 to buy tobacco in Alabama? No idea if that's still the case.
It is rare. I do agree with your premise, it doesn't make a lot of sense for her to go as 18. Females are not questioned near as often as men IMO. But, back in my day, you could simply scratch a couple of 4s or or other digits and make your age older. So its possible that's all her "ID was", IDK.

Passable for what? TSA or a bouncer at a high end club? Sure. Passable to buy cigs from the local gas station? I disagree.
You are right its not the 90s, fwiw I was in school in the early 2000s so yes 20 years ago. But, Jimmy at the Gas-N-Geaux isn't much smarter.
ETA: I haven't paid any attention, but why did Gaetz believe she was 18+ anyway? Is he carding a prostitute? Assuming he had another reason to believe her age? Like they went to a night club together that carded or something?

Bruh, he almost certainly paid prostitutes. I wouldn't die on this hill of him being completely innocent. This is certainly a which hunt and ridiculous, but lets take a couple steps back into reality.
ETA: I'm in Gaetz district. I agree with his politics, but if you guys don't realize how sleazy he looks you need to take some glasses off. I'm not sorry I expect better.
