Personally, I think Tulsi’s lawsuit is great, but we are getting lots of opinions about service of citation from people who know nothing about service of citation.
I agree that HRC’s actions are “not a good look” from a PR perspective, but she has done nothing wrong with regard to this issue.
First, her lawyer is not required to accept service n her behalf. That is basically the first day of your FRCP class in the first semester of law school.
Second, SecretService is not going to get into any trouble. They are not requiredto accept service, either. 99% of service is handled by private process servers, as opposed by an officer of the court. FRCP 4(c). Assuming that Tulsi used a private process server, Secret Service is not going to allow access to some rando without a badge. They MIGHT not even allow access to a random US Marshal.
The judge is not going to be annoyed. Upon request by Tulsi, he will sign a standard order for substituted service, probably for service upon any person over the age of 18 found at her residential address.

Maybe things have changed or it's different in a federal lawsuit, but I've been to court and through the process at the civil level and the individual refused to acknowledged the lawsuit until i had them served, which was a sheriff attaching the paperwork to their door...

Marshals do not waste their time serving Citation, unless specifically-ordered by the judge.
