I now see the problem. Interestingly you came up with a very similar number to the chart earlier in the thread claiming the higher percentage. The reason you differ is that you didn't calculate for the fact that murderers are concentrated by age. If you look at that other chart, it has an overall murderers per 100K at 64 which is quite close to your number when applie to the population. Alas, that's a snapshot in time including 70 year olds that ain't killing anyone IN THAT YEAR. Meanwhile, as that chart shows, the number of killers per 100K for say, age 15-35 is over 200. If you estimate that this population is about 30% of the total black male population, that would be 6M and, if you calculate it out, at a rate of 200ish murderers per 100K, about 2% of black men in this age bracket will kill someone DURING THOSE 20 YEARS.

Using your numbers. 6000 murderers per year. 87% of all murders in any given year are committed by people between 15-35. Thus, about 5250 murderers in a population of not 20M, but instead about 6M.

Basically, the overwhelming majority commit their murders in those 20 years. They can't "reduce" their likelihood of killing just becasue they probably won't do it after age 35. If you're a murderer when you're 35, you're still one when you are 70.
