Link to the law the Grand Jury says he violated? He very well might be prohibited by law from vetoing things as political retribution.

I'm all too familiar with the indictment process. I also know that someone has to bring this before a grand jury. And, as we have seen in the past, you can indict a ham sandwich in Austin - so long as that ham sandwich has an "R" behind its name. That's where prosecutorial discretion/misconduct comes into play.
