Whether you look at population weighted or in terms of raw numbers.

This would only be true if the number of targets was a cause of the crime. I don't think a non-murderous black person would kill a white person just because there are several white people around. That leaves the cause being the number of murderers in each group. Thus, the number of blacks killing whites would be 4-5x higher if adjusted for population.
