Help create a funny political quip: Give a fish, teach to fish.

Sorry coming out of left field here. Trying to make a funny quip about a local political figure on Twitter in relation to homelessness.
I'm trying to tweak the old give a fish, teach to fish saying into a punchline that uses caviar.
Ie. Something like 'John Doe thinks If you give a man a fish, then you have to give him a house and a stove to cook it, that's why he thinks we should give him caviar instead because it's cheaper that way'
I think it could be better, any ideas?

Give a man a fish and tell him if he comes back tomorrow and helps with a project that he will get another fish. Then tell him if he has any hungry friends that like fish, that the same deal is offered.
Once you have the workforce doing the work, you can go fishing everyday to support your crew.

If you could work in just eating the caviar to save the life of the fish, you might pull in some of the animal rights activists. Then maybe work in something about a canoe?

Thank you, this is the kind of feedback I was looking for. I didn't realize how people could miss what I think is obvious.
The joke was meant to suggest that he thinks it's a better use of finds to give the homeless caviar, because they can sit on the sidewalk and eat it out of the jar.

also: I think you might have more luck going for a "if you give a mouse a cookie" thing more than the 'if you give a man a fish" thing....
