so they are basically saying women are inferior to men and incapable of being a good steward of their money so they need more to be on par with their male counterparts. Sort of like a golf handicap.

No - it's the same thing as with affirmative action. Fair is unfair because of shite that happened decades/centuries ago, by other people, to other people. So, to get to "fair", you have to be "unfair" to people for whom that is considered acceptable (i.e. straight white cis men).

Are they claiming women get paid more for the same work?

They should also throw in trinkets and clothes that they can buy, too. Every player needs a little house and doll to decorate so we can see how they will manage their money then.

Do the women work offshore, hyperbaric weld, do high rise construction, work in a petroleum plant..?

I’m not so sure this isn’t some great satire. Especially in the context of monopoly socialism recently.
