According to one of the candidates, you may be correct.

Louisiana Treasurer John Fleming believes Gov. Jeff Landry is orchestrating an election scheme in an attempt to have Congresswoman Julia Letlow beat U.S. Sen. Bill Cassidy in the 2026 Senate race only for Landry to eventually land in the Senate himself.

I mean, she hadn’t even declared yet
She announced yesterday she is running in the primary. It was speculated way back in August she was going to run. This isn’t all some sudden decision.
From Aug 21:
quote:KTVE (Monroe NBC)
Louisiana Congresswoman Julia Letlow says she’s still considering a run for the U.S. Senate in 2026, though she hasn’t committed to a timeline for making a final decision
“I’m humbled by the outpouring of support,” Letlow said in an interview with USA Today Network. “I’m praying about it, but I don’t have a deadline.”
Letlow’s name has emerged as a potential wildcard in the Senate race, with some prominent MAGA-aligned Republicans pushing for her to challenge incumbent GOP Senator Bill Cassidy.

We have, his name is Fleming.
John Fleming doesn't excite me. He doesn't exhibit the energy and charisma as other candidates. He as the energy of a person with a stick up his arse.

There is no bigger RINO than Cassidy. Cassidy had the deciding vote which saved Obamacare and voted to convict Trump.

I’ll vote for Letlow before Cassidy though……just seems like a weak pool of candidates.

I don't get the Letlow angle either. She wasn't a politician until her husband died of "COVID". I would assume he was hospitalized and given remdesivir and put on a vent, all of which we know now to be completely counter to successful outcomes. Actually hospitals still kill people, hence practicing medicine... BUT, she pushes for the vaccines. I suppose she feels that she is honoring her husband? Don't get it, still grades lower than Cassidy as a conservative.
Until the redistricting debacle, she was my house rep until that changed with the district layouts. On a few occasions I reached out to her office on legislation to voice my opinion, and you wouldn't get the standard courtesy call, email or letter in the mail until several weeks, hell even months later.
That indicated to me that not only is her staff lazy or just bad at their job, but that they get that from her. She seems like she is just there to get the paycheck and reap the benefits that come with the position and vote however the RINO's tell her.
Overall, I think she is lazy and not really worth keeping in Washington DC.
