He didn't really change his mind in my opinion. He approved legislation that gave NYC loans that they had to payback.They were also required to tighten their belt and clean up their financial act.
There was no "bailout".

Adding this...I'd be OK with a similar proposal 10 years down the road when NYC needs money again. Helping them clean up their act with low interest money and budget corrections they implement I think would be a good use of tax payers money. NYC pays back, tightens up, and no bailout.
