Prisoners should get the same treatment as private sector employees, IMO. And y'all know I'm a 1960's Goldwater conservative.
From OSHA
Table 2. Minimum simplified rest break schedule:
Heat index (oF) - Not temperature
Rest break durations and intervals
90 or greater. 10 minutes every two hours
95 or greater. 20 minutes every hour
100 or greater. 30 minutes every hour
105 or greater. 40 minutes every hour. ( I say no work)

Similar to the Wet Bulb guidelines we had in the military.

Oh they do get breakds. A 5 minute break sounds like the breaks that I got working on the family farm growing up. It also sounds like the breaks I got when I worked for the LSU AgCenter. When I worked for the LSU AgCenter my boss told us that if we wanted shade we could walk to the edge of the field and sit under the trees or to wear a sombrero instead of a baseball cap.

So they do have access to water. Again breaks where you sit on the ground are common place for people who work outside for a living.
Also you did not answer my question about if you have ever worked a day outside doing manual labor in your life.

OSHA is a joke. They only care about if employers showed videos the safety videos to their employees and if the paperwork at the home office is filled out correctly. A federal employee is not going to risk sweating or getting their shoes dirty to actually do their job.

exactly. we had them in the nuclear industry too. Turbine buildings can get up to 120 or so.
