We have made working in Louisiana needlessly difficult,” explained Gov. Landry. “We are the 6th worst state in occupational licensing, while we license 77 of 102 identified occupations,”

Landry uses these statistics to encourage lawmakers to pass bills that focus on Universal Occupational Licensing reform to eliminate employment challenges.

Making it so people don’t have to pay the state to be allowed to arrange flowers or such as a job.

Is there a list of impacted professions somewhere or is this all just to appease wedding florists?

A lot of jobs require you to pay a fee and take a test in order to get a lot of jobs. About half of them are medically related are probably needed. About a quarter of them are completely unnecessary, and another quarter of them are too pricey or protectionist in nature that it's almost impossible for regular people to pursue those professions.

If you want to hire a person 16 or 17 years old in Louisiana, they have to get a letter from the school board and something else.

I have a friend that owns a restaurant that almost got fined $20k for his dish washer.

Almost all businesses require an occupational license to operate, even if it is out of your home. (At least in Ascension Parish) It's a racket, and the cost is based on your gross receipts. There are some exemptions, but pretty much all businesses need one.

Putting more barriers to entry to keep applicants low and protect current workers.

Exactly, it's also a very liberal policy but a lot of the RINOs in this state argue for them, mostly boomers.

My wife has a license through a national board that she paid $200 to after a masters degree, 2000 hours of training, and a difficult exam.

The state has their own board that requires a $400/year payment to practice here. They serve no purpose. It's a slush fund for a select few. Create a "board", take trips to meetings, collect a salary.

These are just a few, but the licenses and fees for some of these jobs are nonsense and a complete money grab fro some of lowest income jobs:

Florist
Food Truck - You already have all the licenses of a restaurant now you need a food truck license.
Interiror designer
TV installer
Travel Agent
Package handler
Barber/Hair washer
Seat maker - Upholster
Auctioneer
Funeral attendant.

Zero reason you should need a license to make and sell flower bouquets.

And then the fact that the people who get to deem a new person is worthy or not of a license are all currently licensed workers who have a vested interest in limiting approvals
