Google's app store isn't the place for people to give their opinion on CNN as a company. It's a place to rate that specific app and it's functionality

So if I download an app and immediately rate it a 1 right after it downloads without actually using it, then that is not a legitimate review.

The ratings on the play store are for the app, not the app owner.
Hell, both the reviews in your screenshots are troll reviews that make absolutely no mention of the app.
Unless they just released an app update that freezes your phone or email blasts your contact list with porn, the play store is not where you go to bitch about CNN's journalism.

It seems like Google has a deal with Time Warner to keep their products at 4.0 or higher.
