I think these are private charter pilots/planes...which is probably why state dept doesnt want them to be successful. Makes Biden state dept look inept if a couple groups can orchestrate the retrieval of american citizens but our government operating with a trillion dollar budget cannot

As quoted in the article you linked, Michael McCaul (R) the ranking member of the House Foreign Relations committee, disagrees that it's America that is holding up the departures, and blamed it on the Taliban:
