Alright, let’s get technical so you understand what’s actually happening.
The exemptions list is primarily upstream technology components — semiconductors, microprocessors, integrated circuits, computer parts, and networking gear. These are inputs — components used by American companies for domestic manufacturing and assembly.
If you tax these parts, you mostly hurt your own tech sector before you hurt China. U.S. companies like Dell, HP, Apple, Cisco, and even defense contractors need these components to build finished products here. Tariffing them would just raise costs for our own producers and consumers without immediately hurting China.
China makes money in two critical ways:
Volume export of finished consumer electronics and industrial machinery.
Global commodity capture in midstream manufacturing.
The Trump strategy here is surgical:
Leave exemptions on component imports to keep U.S. production running smoothly and avoid self-inflicted inflation.
Target finished goods and China's broader industrial exports, which is where they really make money.
Simultaneously, restrict China’s ability to advance technologically by tightening controls on chip-making equipment, high-end semiconductors, and intellectual property.
Also, remember:
China imports a ton of U.S. ag and raw materials, and our higher tariffs give us leverage to force them to lower their import restrictions or face internal shortages. And let's not ignore: the Chinese yuan is already under pressure, capital outflows are accelerating, and their real estate market is in crisis. This is a compounded squeeze.
So no, this isn’t caving — this is exactly how you apply calculated economic force:
? Keep U.S. supply chains moving.
? Starve China’s end-product profitability and industrial exports.
? Force Beijing to burn reserves and subsidize their producers while we maintain flexibility.
That’s smart trade war economics. If you thought exemptions were weakness, you’re playing checkers in a chess match.

There’s nothing 'impetuous' about keeping our supply chains running while turning the screws on China’s exports. That’s called controlled escalation. You just don’t like that it doesn’t fit your headline narrative.

Most of it is equipment used to start making chips here under the chips act. Why would we want to make it harder for them to do that?
