He was an FAA certified pilot. When he took over the plane was already at 7,000 feet. It wasn’t a fighter jet maneuver. He began with a basic sweeping turn, something he probably practiced repeatedly in the flight simulator. He essentially needed to keep the aircraft under control, descend, and orient it toward the Washington area. At 2000 feet he just needed to point the plane and accelerate toward a 1,000 foot long and 1,000 foot wide target.
I doubt the preferred target was an outer wall particularly one that was recently upgraded with more reinforcement.
