It's a limit until they raise it, at that point they at least have to do something in order to spend more money. Suspending it entirely is to remove even that barrier. That's like giving a meth head the key to the medicine cabinet.
What needs to happen is a balanced budget amendment, but no one wants to talk about that as long as their favorite party and/or politician is advocating for limitless spending restraints.
