Since it was Fire Fighters that were targeted and the shooter lit a fire it might be a disgruntled former fire fighter? The shooter would have had to have some knowledge of fires and how they would burn.

There has certainly been an increase in the black sov cit population over the past 10 years or so. Social media spread it like wildfire as best I can tell.
