Short version .... Fauci worked with AIDS activists to expedite the distribution of AZT for use in combatting the AIDS epidemic in the eighties. Truthfully, that was a good thing ...... it meant that many patients could receive those meds sooner rather that wait until clinical trials were completed and animal testing data made available to researchers.

Where Fauci screwed the pooch was in eliminating the control group that was used to measure efficacy, effectiveness, and safety against.

In clinical circles this isn't considered good science, it is considered "Sin by Omission." In other words, it corrupts the science. There is a well-known article by the same name from 1989.
