There is no transcription style or guide that allows for an ellipse to be used to indicate a pause.
However, the APA Style and the Chicago Manual of Style, for example, dictate that, in a transcript, an ellipse be used to indicate an omission of a word, sentence, or section from a text.
If Trump said that they had a word-for-word, comma for comma, transcript and "We had an exact transcript", why does the transcript they provided have ellipses in critical sections of the transcript?

You go out and find a source for your wild speculations. Link me anyone on the call, who actually heard the words spoken by Trump, that will emphatically state that significant details were deliberately excised from the conversation as transcribed that radically altered it's meaning.
Since you are completely convinced that three consecutive periods represents an intentional obfuscation of illegal coercion of a foreign leader by the POTUS, you must clearly be aware of proof of such misdeeds, and will gladly provide such evidence.
If not, kindly shut the frick up about your goddamn ellipses.
